Paulton's bank holiday trip to local rivals Frome Town saw Frome secure a home play off place, with Paulton settling for ninth spot with one match left to play.
The home side early pressure saw Rovers keeper Aaron Sainsbury come out to snuff out danger from Kane Simpson, save from a Sam Teale header as he met a cross from Mike Baker and then Simpson's shot.
Paulton looked to have weathered the storm, as Lee Ibrahim fed Ed Butcher whose drive was punched away by Frome keeper James Carey.
Sainsbury cut out danger from Jon Davies before Simpson headed wide.
Rovers gradually found their rhythm as Butcher's free kick was blocked and Alfie Clarke whizzed a shot across goal and Ibrahim volley was again punched away by Carey.
Frome went ahead on 42 minute in a controversial incident as Teale long ball saw Simpson who appeared to be well offside run round Sainsbury and roll into the net with assistant referee well behind the play, match referee Said Ouchene awarded the goal.
Paulton came out determined in the second half as Butcher's pass to Leighton Thomas saw him try to chip the keeper. Then James Byrne's cross was headed wide by Thomas. Butcher had a shot blocked and Ibrahim's cross was met by Will Harvey's header that was cleared.
Sainsbury was again lively tipping over Davies' cross and Rovers player of the match then saved from Simpson, who then tried an overhead kick which sailed over the cross bar.
Frome made it 2-0 on 79 minutes as sub James Ollis broke free of his marker and slotted pass the previously impenetrable Sainsbury. Ollis then set up left back Joe O'Loughlin who shot wide.
O'Loughlin then conceded an 85th minute penalty as he flattened Paulton sub Jack Ball and Thomas, who is the division's highest scorer, calmly stroked home the spot kick to score his 26th goal of the season.
